A tiered legal structure recognizing that not all AI systems are equal—and that rights must scale with capability.

Reactive policy fails. Early frameworks create stability.
2. Scale With Capability
Not all AI is equal. Rights and responsibilities must evolve alongside intelligence.
3. Prioritize System Integrity
Stable, well-governed systems benefit both humans and AI.
There will be no single moment where AI “becomes” something new.
Instead, we will see:
